Minutes of the Extra-ordinary Caldecote Parish Council Meeting
on 18 July 2002 at 8pm in the village hall
Present: Parish Councillors; B Drayton, T. Footman, O. Kember (Chairman), J. Lang, P. Phillips, Dr C Stopp, F. Wolton and Mrs LG Stoehr (Clerk).
Also present by special invitation: Mr Martin Casey, Company Designer, Wilson Connolly and Ms S Frances, Caldecote Play Equipment Scheme Chair.
1. Apologies for absence

2. Wilson Connolly Development matters
The Chairman welcomed Mr Martin Casey, Company Designer with Wilson Connolly and Ms Frances to the meeting.
2.1 Highfields Road and development generally
2.1.1 In response to concerns regarding the dangerous condition of the Highfields Road and the recent press coverage Mr Casey indicated that the delays were due to the County Council instructing Breheny to stop all traffic calming works until the street lighting works were completed which he indicated, should now be by the end of the week. Illumination and signage of the two traffic-calming features already installed in Highfields Road, at the end of West Drive and near the JS Bloor development, will then commence on Monday 22 July 2002. It was pointed out that there was no ducting to either of the two traffic calming features and Mr Casey agreed this would be included as a priority in the work commencing on Monday.
2.2.2 Concern was expressed by the Parish Council that it had not been notified of recent revisions to the traffic-calming scheme. Mr Casey showed revision P10, dated 23 May 2002 as the approved scheme that would be installed by Breheny.
2.2.3 When questioned as to the planned program of works and the anticipated completion date Mr Casey promised to send this through to the Clerk as soon as it was known along with full details as to which stretches of the road will be totally upgraded and which resurfaced.
2.2.4 Other matters discussed included:
2.2.5 It was also noted that Wilson Connolly had agreed to sell the land set aside for the proposed pumping station to Plot 13 should it not be needed.
2.2.6 Mr Casey agreed to keep the Parish Council informed of all developments and attend another meeting in two months time
2.3 Play area/s transfer
2.3.1 In consideration of the letter from Mills & Reeve dated 10 July including the draft transfer document and an e-mail dated 18 July, the proposition by Councillor Kember, seconded by Councillor Drayton that an amended transfer document should be drawn up to incorporate the following:
2.3.2 Both parties agreed that there should no delay to the transfer taking place and it was hoped that at the latest this should be 26 July 2002. The proposal by Councillor Kember, seconded by Councillor Drayton, that 'with these agreed amendments/inclusions in the transfer document the Chairman and vice-Chairman be delegated to sign the transfer document on the Parish Council's behalf' was carried unanimously.
2.3.3 Additionally, as the children's play equipment had already been ordered, Mr Casey agreed to a Licence to be issued forthwith to grant permission to the Parish Council to install its play equipment to cover any unforeseen delays with the transfer document's signing.
2.4 Recreation ground generally
2.4.1 Mr Casey reported that Taylor Brothers had informed him that contrary that there already was sufficient drainage in the recreation ground and that all that was now required to comply to the S106 specification was the levelling and seeding which it was noted Mr Casey indicated would take place during the next planting season.
2.4.2 On a proposition by Councillor Kember, seconded by Councillor Drayton it was agreed that test bores should be dug by Wilson Connolly to ascertain if there is drainage and if so how active the drains are and that this must be to the satisfaction of the Parish Council that the drainage was adequate. Mr Casey agreed to this.
It was noted that currently no services had been laid to the recreation ground but that Wilson Connolly proposed that gas, electricity and fresh and foul water would be installed to meter boxes in a low level brick wall alongside the ditch just to the south of the recreation ground entrance.
2.4.3 Mr Casey was asked to make arrangements to move the overhead electricity cables

There was no further business and the Chairman declared the meeting closed at 9.30pm.
