• Foul drainage. The pumping station is scheduled to be upgraded late in 2003. It is incumbent on the Planning Authority to check that this upgrade will cater for 47 additional dwellings on West Drive. No properties should to be occupied until the pumping station is upgraded.
• The Parish Council is still concerned that the styles of the housing are very urban in appearance and not in keeping with a rural village.
• The proposed terne roofing materials remain unacceptable to the Parish Council.
• The Parish Council is still concerned about problems of noise from Thyssen Tallent Chassis factory on Bourn Airfield. This noise particularly affects dwellings in the northern parts of West Drive and will (as previously pointed out) affect any new dwellings in this area. This remains to be addressed by the applicants. The Parish Council therefore considers that this site poses severe difficulties for the erection of new dwellings.
• The Parish Council would like to see the flood-risk assessment that the developers have conducted and the Environment Agency’s reply before further comment.
• The Parish Council notes that a Section 106 agreement with enforceable conditions should be concluded prior to the granting of planning permission.
• The Parish Council would like the road of this development, if it is given planning permission, to be called 1-6 The Willows, Highfields Caldecote.

• The Parish Council emphasizes and reiterates that a condition should be imposed that the turning head, road, sewers and other services are completed before the start of any housing in order that construction traffic can enter and exit the site safely without unduly disturbing existing West Drive residents.

• The Parish Council still objects to the inclusion of area of private drives and to gated private drives. The suggested proposal to have these areas under the ownership and management of a private management company is still unacceptable. In practice this usually folds and the responsibility and burden normally falls on the Parish Council.
• A condition should be imposed to ensure that there is a wheel washer on site and that all vehicles have their wheels washed before leaving the site.
• The Parish Council is concerned at the movement of rats from the site. Steps should be taken to deal with the rodent problems prior to the start of any development.
• A condition is required to ensure that there is no access to the development down West Drive. All access must be from Highfields Road.
• The Parish Council has received copies of objections to the development. These must be taken on board and resolved. The Parish Council endorses their concerns.
• The Parish Council has no objection to the spare triangular area as marked on the accompanying plan being incorporated into Plot 1 or Plot 4.
• The Parish Council is concerned at traffic movements along the road adjacent to a primary school. An appropriate health and safety plan must be produced to ensure the safety of the pupils. Deliveries and traffic movements should avoid school start and ending times in particular.
• The Parish Council note that an area is left unallocated to the south of the access road. The Parish Council would be willing to accept transfer of this land subject to agreement between both parties as to the amount of funds for on-going maintenance.
• Hedge. The Parish Council is willing to accept ownership and maintenance of part of the hedge on the southern boundary of the site subject to a satisfactory maintenance arrangement in a Section 106 agreement.
• A Section 106 agreement should be concluded prior to the granting of planning permission.
• The Parish Council would like to see the access road and main road in the development called Grafton Drive, with houses numbered 1-41 Grafton Drive, Highfields Caldecote.

3. S/0402/2002/O Residential Development for up to 2 dwellings on Land at East Drive for Messrs Reed and Mrs D Reed

The proposal by Councillor Kember, seconded by Councillor Lang, carried unanimously that the Parish Council refuse the application and make the following comments:

• This land was/is essentially an agricultural holdings with existing access along a shared private drive/public bridleway. The drive is 3 metres wide and the Parish Council considers this inadequate for this and/or any further development until the road is widened to accommodate two passing vehicles or allow access for emergency vehicles.
• The applicant has produced a commissioned flood-risk assessment. This may not have taken into account recent flooding and the applicant should ensure that the land is not built up to cause flooding to properties on either side.
• There may be sewage problems with this site.
• Soakaways should be at the rear of the property to stop excess water impacting on adjacent properties.
