Minutes of the Caldecote Parish Council Meeting on 6 February 2003 at 7.30pm

in the village hall

Present: Parish Councillors; B Drayton, T. Footman, O. Kember (Chairman), J. Lang, P. Phillips, Dr C. Stopp, F. Wolton, Councillor County Councillor R. Martlew, District Councillor J. Stewart and Mrs G. Stoehr (Clerk).

Also present twelve members of the public (parishioners) and Mr Simon Butler-Finbow Planning Director from Ashwell Development Ltd.

 

1. Apologies for absence

Nil.

2. To approve the minutes of the meeting on 16 January 2003

The proposal by Councillor Drayton, seconded by Councillor Phillips that 'the minutes be approved as a true record' was carried unanimously. The Chairman signed the minutes.

3. Matters arising

3.1 (4.1) Telephone kiosk re-siting

A meeting site had been arranged for Tuesday 11 February with Mr Ian Turner, BT Engineer. Councillors Drayton and Phillips are to attend the site meeting.

3.2 (4.3) Play area notice

CALC had responded that the wording was acceptable for a general notice but enquired if it was for information or to place restrictions. It was agreed that its purpose was to place restrictions and that Councillor Drayton is to order the sign

3.3 (5.3) TKA Thyssen Chassis Ltd

The progress report from Mr McCrystall was received and considered. Also considered were a number of complaints from resident of West Drive. The proposal by Councillor Kember, seconded by Councillor Wolton that 'a formal complaint about the ongoing noise nuisance be sent to Brian Heffernon, Environmental Health Enforcement Officer' was carried unanimously.

3.3 (7.1) Traffic calming and speed bumps

Nothing had been received either from the County Council or Wilson Connolly. Councillor Martlew reported on his discussions with the County and complaints from residents were received and considered. The proposal by Councillor Footman, seconded by Councillor Lang that 'a letter be sent to Wilson Connolly, with a copy to Andrew Lansley MP, stating that improvements to the traffic calming were not carried out within 2 weeks the Parish Council will inform the press of the problems' was carried unanimously.

In response to the enquiry at the last meeting about complaints to the Ombudsman it was noted that complaints against maladministration must be made by an individual to a member of the House of Commons. They can not be made by local authorities and therefore if such complaint is to be made it must be made by councillors acting as individuals.

4. To attend to correspondence/communications received since the last meeting

4.1 The complaint from Mr Hysom of 8 East Drive on 21 January that he had been flooded and drawing the Council's attention to flooding in East Drive was noted.

4.2 Information about the Bourn Brook bridge reconstruction which had commenced on 20 January from Gareth Guest, Bridges Engineer was noted as were the articles in the Cambridge Evening News dated 20 and 25 January. Mr Guest had also indicated that the Strategic Rail Authority had delayed the demolition work of the Caldecote Railway bridge while studies are ongoing for the East-West Rail Link between Cambridge and Bedford.

4.3 An invitation had been received to attend training on the Ethical Standards and Code of Conduct to be held in Comberton Village College Monday 31 March at 7pm and South Cambs Hall, SCDC Offices Monday 19th May.

5. Planning received since the last meeting

S/0459/02/F Ashwell Developments Ltd, Grafton Pig Farm, 10 West Drive, Highfields Caldecote - erection of six dwellings - amended.

S/0460/02/F Ashwell Developments Ltd, Grafton Pig Farm, West Drive, Highfields Caldecote - erection of 41 dwellings and access to Highfields Road - amended.

The proposal by Councillor Kember, seconded by Councillor Footman that 'given the arrival of both sets of plans after the agenda had been posted an extra-ordinary meeting be held on Thursday 13 February to consider these plans' was carried unanimously. Mr Butler-Finbow was thanked for hand delivering the plans.

5.1 S/0093/03/F G Daines, 67 West Drive - boundary fence and wall. Approved by the Parish Council

5.2 S/0140/03/F Mr & Mrs Leaman, 38 West Drive - extension. Approved by the Parish Council.

5.3 S/6182/02/O Outline application for 1,744 additional dwellings, primary schools, POS and associated infrastructure - land at Cambourne in the parishes of Caxton and Bourn

The proposal by Councillor Kember, seconded by Councillor Lang that the Parish Council respond to the consultation that it is concerned that there are not enough infrastructures to sustain such an increase number of homes, in particular secondary schooling and drainage.

Comberton Village College is already at or near capacity. The applicant should provide secondary school provision.

Given the recent flooding of Bourn Brook which has seen the parish of Caldecote flooded to the south of the parish the Parish Council would like to see full proposals for surface and foul water drainage' was carried unanimous.

5.5 S/0402/02/O Messrs Reed and Mrs D Reed, development for up to 2 dwellings on land at East Drive - amended. The proposal by the Chairman, seconded by Councillor Wolton that 'this application be carried forward to the extra-ordinary meeting to be held next week to allow time for the previous plans and risk assessment report to be considered' was carried unanimously.

5.6 It was noted that the Reed application for Main Street had now been withdrawn.

6. The village development

6.1 Mr Morgan had replied to the enquiry about the inclusion of housing in the hatched area previously excluded from the Phase 2 Wilson Connolly planning application. He stated that he understands that Wilson Connolly intend to develop the site as part of the overall development but that the area had usually been cross hatched to indicate that planning permission had not been granted.

6.2 Wilson Connolly transfer papers for the children's play areas

In response to the letter from Mills and Reeve Councillors Wolton and Kember signed the papers required for the Land Registry.

The proposal by Councillor Kember, seconded by Councillor Lang that 'the Parish Council declare that it believes that the value of the land to be transferred is below £40,000' was carried unanimously.

6.3 The letter from Joanna Thorndike dated 20 January stating that the private drives to Flaxon Glade and Porthmore Close are not lit and are the residents' responsibility and that the pathway lighting to Strympole Way will be adopted by the County Council.

6.4 In response to the enquiry from Mills and Reeve as to the amount of funds to support the transfer of the kick about land the proposal by Councillor Lang, seconded by Councillor Kember that 'the Parish Council request £25,000 but that the Clerk be authorised to accept on the Council's behalf £20,000 without it having to return to a full meeting' was carried unanimously.

7. Recreation grounds and public open spaces

7.1 CALYPSO and proposal for a youth shelter

A letter from CALYPSO dated 27 January was received and considered. It was noted that the fundraising for the multi use games arena was almost complete and that its aim was to have the order placed by April 2003. The request for permission to go ahead with a new project to provide a youth shelter was considered and the proposal by Councillor Kember, seconded by Councillor Lang that 'this matter be carried forward to a future meeting to allow time for CALYPSO to consult fully with the village' was carried unoposed.

7.2 Children's play areas

In response to the letter from Ms Frances suggesting 'safer grass' to help alleviate the mud it was agreed that quotations should be obtained for this.

7.3 Tennis courts and tennis club or sports association

On a proposition by the Chairman it was agreed to invite Mrs Sue Tasker to address the meeting. Mrs Tasker reported that she was to visit the courts with a representative of the Lawn Tennis Association and would report further after that meeting. It was hoped that if the hall was available the public meeting to start up the sports association which would be based on Bourn's example would be held on Thursday 13 March. The Clerk offered her apologies for the meeting.

The proposal by Councillor Lang, seconded by Councillor Dr Stopp that 'the Parish Council agree to cover the costs of both the printing of the flyers and the delivery by Mrs Kember if she is able' was carried unanimously.

7.4 Drainage of the recreation ground and S106 obligations

Following a long discussion on the lack of enforcement of the S106 Agreement on both Wilson Connolly and Banner Homes Councillor Stewart reported that he too was dissatisfied with enforcement procedures and kindly offered to take this matter up with the District Council.

8. Village drainage

8.1 It was noted that there were still problems with the pumping station and also the rising main in Bourn Drift was still overflowing.

8.2 The letter from Anglian Water, dated 4 February was considered which agree that the situation is less than perfect at the moment, detailing arrangements which are being implemented by the Operations Section to mitigate the risk of flooding/pollution and explaining the proposed new underground storage tank (450cu metres) and pumping arrangement from Caldecote to Bourn Sewerage treatment Works

8.3 In response to Mrs Liew's request for the Parish Council's help in negotiating improved private drainage with her neighbours it was agreed that a letter be sent to Mr Matthews asking him to support Mrs Leiw.

8.4 .Councillor Wolton reported that Mr Pat Matthews had agreed with Mr Bibby that if he (Mr Bibby) was willing to purchase the pipes for the culvert under his gateways Mr Matthews would arrange to have them installed.

8.5 Mr Adlams' letter, dated 27 January making suggestions for keeping the ditches clear was read by the Chairman.

9. Finance

9.1 Payment of bills

The proposal by Councillor Kember, seconded by Councillor Wolton, that 'the following bills be paid:

M Kember - £27.30 salary

Mission Computers - £216.00 Journal

Ramblers -£20 Affiliation fee

Caldecote Village Hall- £27 Room hire' was carried unanimously.

It was noted that the balance at bank was £23,140.42 and that all bank statements were available for checking.

9.2 To consider quotations for grasscutting and village maintenance

Two quotations/estimates had been received in response to the five invites sent:

Herald Contract Services (quotation) 12 cuts of the play area at £40 per cut plus full maintenance of shrubs £250 per season.

Greens Grasscutting Services (estimate) £40 per cut plus maintenance of the planted boarders keeping them in weed free condition £30 per hour.

The proposal by Councillor Kember, seconded by Councillor Wolton that 'the contract for the play area grass cutting and landscaping maintenance as detailed in their quotation dated 5 February be given to Herald Contract Services' was carried unanimously.

It was noted that Herald Contract Services had also quoted for all the other areas of grasscutting and landscaping on all the developments should they be transferred to the Parish Council this season.

10. Councillors' items

10.1 Concern was expressed that twice during the last month the village had been cut off because of the closure of the road to the south and accidents on the A14 and A428 to the north. It was agreed that letters be sent to all emergency services asking them what contingency/safety plans were in place should such a situation occur again.

10.2 A letter of thanks is to be sent to Mr Barry Fletcher for kindly clearing he bend in West Drive during the recent snow.

10.3 Mike Cooper is to be asked to meet with Councillor Wolton to discuss the blocked drains and other highway concerns.

10.4 It was noted that recently repaired pot holes once again needed repairing. Highway Division is to be asked to arrange this.

10.5 Highway Division is to be notified that the footpath opposite the Social Club is breaking up.

10.6 It was noted that sludge had been left on the Hardwick bridleway following recent improvement works and that Karen Champion had been informed. It was agreed to ask Mrs Champion to arrange improvement works to the first stretch near the road.

10.7 It was noted that the verges either side of the school parking bays were being driven over and it was agreed that it would be better if they were filled with tarmac. Councillor Martlew offered to take this matter up on the Parish Council's behalf.

10.8 Concern was expressed again that the advertising boards on the A428 near the computer company still remained despite numerous complaints. As they were in the highway verge Councillor Martlew agreed to ask the County Council to remove them.

13. Closure of meeting and Parish Matters

Mr John Newby expressed concern at the condition of some trees and landscaping on the Wilson Connolly development. Mr Newby was asked to produce a report for consideration at the next meeting to which he kindly agreed.

There was no further business and the Chairman declared the meeting closed at 9.30pm.
